Building a Pool in Eagle, Idaho: What Homeowners Should Know

Eagle has changed significantly over the past decade. What was once a quieter community on the western edge of Treasure Valley has grown into one of the most sought-after addresses in the Boise metro — and with that growth has come a substantial increase in custom pool projects.

We build a lot of pools in Eagle. Here’s what homeowners there should understand before starting the process.

Lot Characteristics in Eagle

Eagle’s residential lots vary considerably depending on the neighborhood. Older homes in and around Eagle’s original downtown tend to have smaller lots with established landscaping — these projects require careful design to fit a pool that actually functions well without dominating the entire yard.

The newer developments on Eagle’s northern and western edges have larger lots, often with more flexibility in pool placement and orientation. These are generally more straightforward from a site planning standpoint.

What both share: Eagle’s soils can be more variable than other parts of Treasure Valley. We always do a thorough site assessment before finalizing engineering drawings. Soil bearing capacity affects rebar spacing and shell thickness, which affects cost and timeline if we find something unexpected after we’ve started.

HOA Considerations

A significant portion of Eagle’s residential communities are governed by homeowners associations, and HOA rules vary. Some require architectural review of pool plans before you can even submit a permit. Others have restrictions on pool equipment placement, fencing height, or the type of decking allowed within view of common areas.

We check HOA requirements as part of our early-stage process. Missing this step can cost you weeks — or force redesigns after you’ve already paid for engineering.

The Eagle Permitting Process

Eagle has its own building department, separate from Ada County. For residential pools, you’ll need a building permit, electrical permit, and health department review — the same categories as the rest of Treasure Valley, but managed through the City of Eagle.

Review timelines in Eagle vary with the city’s project volume — Eagle has been growing quickly, and the building department’s workload reflects that. For planning purposes, budget for pre-construction (design, engineering, and permitting combined) to take around 2–3 weeks on a clean submission, though it can move faster or slower depending on current department volume.

We submit complete, engineer-stamped packages to Eagle’s building department for every project we build there. That completeness reduces back-and-forth and keeps timelines predictable.

Eagle homeowners tend to gravitate toward pools that complement large-format outdoor living spaces — integrated spas, covered pergola areas, fire features, and outdoor kitchens as part of a cohesive backyard design rather than a pool sitting in isolation.

Dark plaster and pebble finishes are common, as is travertine or large-format stone decking rather than standard concrete. These choices hold up well in Idaho’s climate and add to resale value in a market where buyers pay close attention to outdoor spaces.

If you’re in a neighborhood with consistent lot sizes and similar home values, the finish level of your pool matters for resale. An under-built pool in a premium Eagle neighborhood is a drag on home value, not a lift.

Timing Your Eagle Pool Project

Eagle’s build window follows the same constraints as the rest of Treasure Valley: roughly May through October for gunite work. The HOA review process, if required, adds another layer to the pre-construction timeline that homeowners sometimes don’t account for.

Our recommendation for Eagle homeowners: start earlier than you think you need to. Between the HOA process, permitting, and the compressed Idaho build season, the calendar fills up fast.
